HCS SB 275 -- HEARING IMPAIRED SPONSOR: Sims (Levin) COMMITTEE ACTION: Voted "do pass" by the Committee on Motor Vehicles and Traffic Regulations by a vote of 9 to 0. This substitute allows the placement of a deaf or hearing-impaired notation on a driver's license. Anyone who is deaf or hard of hearing may apply to the Department of Revenue for the placement of a "J88" notation. The code "J88" indicates that the person is deaf or hearing-impaired and uses alternative communication. The department may develop rules regarding cost, criteria, and the submission of medical proof. The substitute also adds hearing instrument specialist to the category of people who may certify that a person is deaf, hearing-impaired, speech-impaired, or as having another disability that causes the inability to use telecommunications equipment and services. FISCAL NOTE: Estimated Net Cost to Highway Funds of $15,750 in FY 2002, $0 in FY 2003, and $0 in FY 2004. PROPONENTS: Supporters say that hearing-impaired persons should be allowed to be identified on a driver's license. This will alert officers and lessen any confusion.
